This document is to serve as an example, with the intention to inspire the creation of an official ceasefire over the current conflict in Gaza. That both the governments of Israel and Palestine, and the Palestinian people, will be able to reach an agreement on.
Israel recognition of the Palestinian state and Ceasefire Agreement of 2024
In the shadow of a conflict that has spanned decades, leaving a toll of over 30,000 lives lost, we stand today at the threshold of hope brought forth by the Israel-Gaza ceasefire of 2024. This moment, heavy with the weight of human suffering and the echoes of lost lives, calls us to reflect on the urgent need for a sustained path towards peace and reconciliation.
As we acknowledge the grave impact of this conflict on communities, families, and individuals on both sides, we are reminded of the paramount importance of human dignity and the right to live free from fear and violence. The ceasefire represents not just a cessation of hostilities, but a beacon of hope for the countless affected and a testament to the resilience of the human spirit in the face of adversity.

A ceasefire beginning with arrival of a UN task force, replacing Israeli security forces, in the currently occupied Palestinian territories. At the same time, Palestinian militants must halt their attacks on Israel, and accept the right of Israel to exist.

This agreement stipulates that 80% Israeli forces must complete their withdrawal within 7 days, and up to 10 days for the remaining forces to escort the hostages back to Israel.
The temporary UN task force, as to be authorized by the UNSC, which should be in place for no longer than 6 months. This 6 month deployment should give time for the coalition of Arab security states under the auspices of Turkey to form, and to decide on the rotation of their units and contributions to the coalition, which will be providing both security and policing roles in the Palestinian state, which are identified as the west bank and gaza strip. So the Palestinian authority will be required to not develop a policing or security force consisting solely of Palestinians, in exchange for this, the security forces for the Palestinian state may not contain more than 10% Israelis.
The Palestinian state would be expected to have a permanent security contingent spread across the various police stations, which consists of elements, which are regularly rotated out, rather than being permanently stationed in the Palestinian state stations. With Israel covering at least 50% the costs of the program, since their failure is the only reason the program is necessitated in the first place.
Governance and Leadership Transition in the Palestinian Authority:
As part of the comprehensive ceasefire and peacebuilding efforts, it is essential to facilitate a governance and leadership transition within the Palestinian Authority that aligns with the principles of peace, mutual recognition, and coexistence. To this end, the following measures are proposed:
- Elections: Schedule and conduct free, fair, and transparent elections for the Palestinian Authority within a specified timeframe post-ceasefire. These elections should be monitored by international observers to ensure their integrity and fairness.
- Eligibility Criteria for Leadership: Establish clear eligibility criteria for candidates seeking leadership positions within the Palestinian Authority. These criteria must include a commitment to non-violence, recognition of the State of Israel’s right to exist, and a willingness to engage in direct negotiations to achieve lasting peace.
- Disqualification of Extremist Elements: Explicitly disqualify any individuals or factions that refuse to renounce violence, recognize the State of Israel, or abide by previously signed agreements from participating in the electoral process. This measure is crucial to prevent the perpetuation of conflict and ensure the leadership’s commitment to peace.
- International Support for Democratic Processes: Seek the support of international bodies, including the United Nations and regional organizations, to assist in the electoral process. This support can include technical assistance, election monitoring, and capacity-building for democratic institutions.
- Framework for Power Sharing: Develop a power-sharing framework that ensures diverse representation within the Palestinian Authority, promoting inclusivity and reducing the potential for future conflicts. This framework should encourage the participation of various political, social, and cultural groups in governance.
- Recognition and Negotiation Preconditions: Affirm that the newly elected leadership of the Palestinian Authority must explicitly recognize the State of Israel and commit to resolving outstanding issues through direct negotiations. This precondition is vital for ensuring the ceasefire’s transition into a durable peace agreement.
- International Guarantees: Secure commitments from the international community to support the Palestinian Authority post-elections, including economic aid, security assistance, and political support, contingent on adherence to peace agreements and recognition of Israel.
By implementing these measures, the ceasefire agreement can pave the way for a governance transition in the Palestinian Authority (PA) that supports peace, stability, and mutual recognition. This approach ensures that the leadership is committed to non-violence and constructive engagement with Israel, laying the foundation for a lasting resolution to the conflict.
Arab Security Coalition (ASC) responsibilities:
The Arab Security Coalition can play a pivotal role in ensuring the ceasefire’s success, improving security conditions, and laying the groundwork for lasting peace in the region.
- Combatting Terrorism:
- Develop and implement coordinated strategies to dismantle terrorist networks, including intelligence sharing among ASC members and with international partners.
- Establish joint training programs for ASC forces on counter-terrorism tactics and community engagement to prevent radicalization.
- Ceasefire Monitoring and Verification:
- Set up joint control and command centers for efficient communication and rapid response to any ceasefire violations.
- Establishment of a robust mechanism to monitor and verify the ceasefire’s adherence and the withdrawal of Israeli forces. This could involve the UN task force’s specific responsibilities, including regular reporting and liaison with both Israeli and Palestinian authorities to address any violations.
- Legal and Judicial Framework:
- Assist in developing a legal framework for the apprehension, prosecution, and punishment of terrorists, ensuring processes are in line with international human rights standards.

- Border Management and Mobility:
- Enhance security measures at the Erez and Rafah crossings while facilitating humanitarian and civilian passage, including medical, educational, and family reunification travel.
- Work with Egyptian and Israeli authorities to streamline border procedures, reducing wait times and improving conditions for travelers.
- Have at least one lane of traffic at each border crossing, controlled by the ASC.
- Funding and International Support:
- Develop a transparent funding mechanism for the ASC’s operations, with contributions from member states, Israel, and international donors through a UN-administered fund.
- Establish oversight mechanisms to ensure efficient and accountable use of funds, with regular reporting to the UN and stakeholders.
- Community Engagement and Trust Building:
- Initiate community outreach programs to build trust between ASC forces and local populations, emphasizing the ASC’s role in providing security and upholding justice.
- Engage in dialogue with community leaders, youth, and civil society organizations to understand their security concerns and incorporate their feedback into ASC operations.
Security arrangements:
Prisoner Swaps:
- International Oversight: Involving a neutral third party or international organization could facilitate the prisoner swap process, ensuring transparency and adherence to international human rights standards.
- All the hostages must be released and be escorted by the withdrawing Israeli forces.
Humanitarian Access:
- Unimpeded Access: Guarantee unimpeded access for humanitarian aid, medical supplies, and personnel. This could involve setting up a coordination mechanism between Israeli authorities, the Palestinian Authority, and international organizations.
- Infrastructure Rehabilitation: Include provisions for the rehabilitation of essential infrastructure to ensure the effective delivery of humanitarian aid.
Fishing Zone Extension:
- Incremental Extension: The extension of the permitted fishing zone to six miles off the coast of Gaza could be reviewed periodically, with the potential for further extension based on security assessments and cooperation.
- Support for Fishermen: Couple the extension with support programs for Gaza’s fishermen, including access to materials and markets to boost the local economy.
Safe Passage and Transportation Links:
- Gaza Airport and Port: Discuss the potential reopening or construction of Gaza’s airport and port under international supervision to ensure they are used for civilian purposes.

Easing the Blockade of Gaza:
- Phased Approach: Israel could adopt a phased approach to easing the blockade, initially allowing in essential goods, humanitarian aid, and reconstruction materials. This could be expanded based on compliance with ceasefire terms and improvements in security. But should the control of these border crossings must be returned to the Palestinian state within 10 years.
- International Monitoring: To address security concerns, Israel could work with international partners to establish monitoring mechanisms at crossing points to ensure that materials entering Gaza are not used for military purposes.
- Economic Revitalization: Facilitating the entry of commercial goods could help revitalize Gaza’s economy, reduce dependency on aid, and improve living conditions. This could be coupled with support for economic development projects that create jobs and foster economic stability.

Additional Responsibilities to Consider:

- Restrictions on Movement: Gradually easing restrictions on the movement of people and goods between the West Bank, Gaza, and Israel could improve Palestinian economic conditions and foster goodwill.
- Settlement Activity: Committing to a freeze on settlement expansion and addressing contentious issues around settlements in the context of final status negotiations would be significant steps towards peace.

- Advance Notice System: Implement a formal system for providing advance notice to Israeli authorities regarding infrastructure activities that may affect traffic or security between them, ensuring minimal disruption.
- Coordination Mechanism: Develop a coordination mechanism for approving and implementing infrastructure projects, ensuring they meet the needs of both Palestinian and Israeli communities in affected areas.
- The Israeli side may request, through the coordination mechanism, that the Municipality carry out works regarding the roads or other infrastructure required for the well-being of the Israelis in some areas.
Israeli Requests for Municipal Works:
- Transparent Evaluation Process: Establish a transparent process for evaluating and responding to Israeli requests for municipal works, ensuring that such requests are in the interest of all residents and do not unfairly disadvantage Palestinian communities.
- Collaborative Planning: Encourage collaborative planning sessions involving Palestinian municipalities and Israeli authorities for infrastructure projects, aiming for solutions that enhance the well-being of both communities.
Civil arrangements and transfer of civil powers:
Implementing these civil arrangements and transferring civil powers in a thoughtful and coordinated manner can significantly improve the humanitarian situation in Gaza and set a positive trajectory for peace and stability in the region. Prioritizing Basic Needs:
- Immediate Relief: Prioritizing medical aid, food, water, and shelter addresses the immediate needs of the population, laying the groundwork for recovery and rebuilding.
- Coordination and Efficiency: Effective distribution of aid requires coordination among NGOs, the Palestinian Authority, Israel, and international bodies to ensure aid reaches those in need efficiently.
Agriculture Trade Exceptions:
